Under Europol’s organisational structure, the Capabilities Directorate hosts the ICT Department, the Administration Department and the team managing Europol’s portfolio of information management products, services and initiatives (CDBPM).

The ICT Department is in the forefront of technology innovation with the responsibility for devising, delivering and operating modern ICT capabilities supporting the core mission and support processes of Europol.

Over 150 internal staff members and a significant number of domain-specific consultants are responsible for devising, developing, delivering and operating information management and communication technology capabilities that ensure enhanced criminal information analysis exchange among Europol, Member States and third parties.

The post is located in the ICT Infrastructure & Operations Unit which is responsible for the operations and management of the Europol ICT Infrastructure.

This includes Workplace services, Customer Service Centre, Solutions Operations and Deployment services, Infrastructure services and ICT Security.

The post holder will be in charge of installing, maintaining and supporting of the ICT Server and Data Storage Infrastructure and the implementation of the infrastructure solutions.

The successful applicant will have to carry out the following main duties :

  • Install, configure and maintain Europol’s data storage and server infrastructure in accordance with engineering designs and requirements specifications;
  • Review and implement technical requirements for ICT infrastructure solutions including relevant security controls;
  • Participate in multi-disciplinary project teams and ICT development initiatives providing technical advice and reviews of technical designs of ICT infrastructure solutions;
  • Monitor the performance of the technical interdependencies of the data storage, physical and virtual infrastructure components deployed in the production environment in order to prevent incidents and problems;
  • Plan and implement the changes in the ICT infrastructure in order to address data storage capacity demands;
  • Provide guidance, technical advice and engineering support to other teams in the Department in the area of infrastructure services;
  • Review and implement technical requirements for ICT infrastructure solutions including relevant security controls;
  • Perform technical analysis, investigation, troubleshooting and resolution of incidents or problems affecting the Europol ICT physical and virtual infrastructure;
  • Perform any other tasks in the area of competence as assigned by the line management.
  • This position requires participation in an on-call duty roster.

    REQUIREMENTS - ELIGIBILITY CRITERIA

    a. Candidates must

  • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Produce appropriate character references as to his or her suitability for the performance of the duties;
  • Be physically fit to perform the duties pertaining to the position (prior to appointment the successful candidate will be medically examined by one of the institution’s medical officers in order that the institution may be satisfied that the candidate fulfils the requirements of Article 12(2)(d) CEOS);
  • Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties.
  • b. Candidates must have

  • A level of education that corresponds to completed university studies attested by a diploma when the normal period of university education is three years or more;
  • Professional training of an equivalent level in a relevant area and after having completed the training, at least the number of years of relevant professional experience as indicated below :

    More than 6 months and up to 1 year 3 years

    More than 1 year and up to 2 years 2 years

    More than 2 years 1 year

    In addition to the above at least 3 years of total professional work experience gained after the award of the diploma.

    REQUIREMENTS - SELECTION CRITERIA

    a. Professional experience (assessed mainly during the Shortlisting phase) :

    Essential :

  • Experience working in mid / large and complex IT infrastructure environments, including installation and maintenance of data storage solutions, preferably on EMC technology;
  • Experience with server and application virtualization such as VMware technologies, providing high availability and 24 / 7 services to the end business users;
  • Experience with recent Microsoft and / or Linux Red-Hat server operating systems;
  • Experience with installation and configuration of middleware applications on multi-user environments including automation scripting;
  • Experience with installation, support and maintenance of Data Centre components.
  • Desirable :

  • Experience with EMC Isilon, VPLEX systems and Fibre Channel (FC) SAN switches (brocade);
  • Experience with Superna Eyeglass software;
  • Experience with DevOps and Micro-Services e.g. Docker Swarm / Kubernetes;
  • Experience with Puppet automation;
  • Experience with Cloud Services.
  • b. Professional knowledge (assessed during the Selection procedure - Written / Practical test and / or Interview) :

    Essential :

  • Knowledge of Data storage technologies, preferably with EMC Midrange systems (CX / VNX / Unity / Isilon) and applicable support and maintenance aspects in mid-large scale environments;
  • Knowledge of recent Microsoft and / or Linux Red-Hat server operating systems and their security aspects;
  • Knowledge of server and application virtualization (VMware and / or Citrix) configuration and related automation;
  • Knowledge of Active Directory services and / or Puppet.
  • c. General competencies (assessed during the Selection procedure - Written / Practical test and / or Interview) : Essential :

  • Very good communication skills in English, both orally and in writing;
  • Ability to draft clear and concise documents on complex matters for various audiences.
  • Analysing & problem solving :

  • Keen eye for detail with the ability to maintain standards of accuracy under pressure of tight deadlines;

  • Competent user of Microsoft Office applications (MS Word, Excel, PowerPoint and Outlook) and the internet.
