We are lookingfor a talented Senior Scientist who will work on the study, design,development of communication architectures and networking concepts,interoperability of communication networks in variable coalition profiles atvarious levels, and validation of wireless systems and technologies relevant tomilitary scenarios.

This is aposition within the NATO Communications and Information Agency (NCIA), anorganization of the North Atlantic Treaty Organization (NATO).

The NCIA hasbeen established with a view to meeting to the best advantage the collectiverequirements of some or all NATO nations in the fields of capability deliveryand service provision related to Consultation, Command & Control as well asCommunications, Information and Cyber Defense functions, thereby alsofacilitating the integration of Intelligence, Surveillance, Reconnaissance,Target Acquisition functions and their associated information exchange.

The IndependentVerification and Validation (IV&V) service line is responsible for theagency-wide governance of all verification and validation aspects across thefull service and capability life-

cycle; and, for the provision of IV&Vservices and facilities to support other service lines and programme offices inIV&V-

related activities such as quality and change management.

The IV&Vservice line supports other agency service lines with independent verification(executed on service line facilities or a common NCI Agency facility) andvalidation on IV&V facilities.

TheIndependent Verification and Validation, Quality Assurance section isresponsible for apply the Agency quality system to all directorates, projects,services, exercises and interoperability events.

RoleResponsibilities

Under the direction of the Branch Head, TVV Service Management, but largely on owninitiative, you will be responsible for :

  • Lead TVV Facilities Section and actsas line manager for all personnel;
  • Performs resource management forhuman resources in the section;
  • When required executes duties of aService Delivery Manager.

  • Continually monitors servicesinfrastructure and reference environment services, and tools to ensure theymeet OLA and SLA commitments;
  • Ensure test tools are operated andmaintained for use by service line and external customers;
  • Work with Branch Head and ServiceDelivery Managers to develop and refine services infrastructure and referenceenvironment strategy, and architecture;
  • Works with other Service Lines (SL) andthird parties which deliver services to NATO / Agency, in order to implement referenceenvironment strategy, architecture, coordinate and manage use of the referenceenvironments (through OLAs as required);
  • Plans and implements patches,updates, maintenance windows and pro-active maintenance. Ensures internal and external customers areprovided advance notification of downtime;
  • Contributes to services, projectsand exercises by providing facilities planning and facilities provision asrequired per SLA / OLA by Service Delivery Managers, TVV Managers and ChangeManagers;
  • When required, executes duties of aTVV Manager;
  • Provides technical guidance to staffto ensure strategy and target architecture are achieved;
  • Ensures section has sufficientfunding for all customer funded posts;
  • Provides monthly facility reportsand schedule forecasting to Branch Manager, and Services performance reports toService Delivery Managers;
  • Provides recommendations andguidance to Branch Head regarding the operations and maintenance of IVV SLfacilities. Ensures proper capacityplanning and financial management of facilities and tools;
  • Ensures all systems are maintained,patched and updated, as required, by relevant domain Approved Field ProductLists;
  • Ensures test management tools usedfor IVV requests, RFC tracking, project and service tracking, exercise / interoperabilitytracking are consistent with SL Directions and process / procedural guidance;
  • Advises the TVV Managers on issuesrelated to facilities.

  • Deputize for higher grade staff, ifrequired;
  • Performs other duties as may be required.
  • Qualifications Required

  • A Master of Science (MSc) degree at a nationally recognised / certifiedUniversity in related subject and 5 years post-related experience;
  • or aBachelor of Science (BSc) degree at a nationally recognised / certifiedUniversity in a related subject and 7 years post relatedexperience.

  • Exceptionally, the lack of a university / college degree may becompensated by the demonstration of a candidate’s particular abilities orexperience that is / are of interest to NCI Agency;
  • that is, at least 12 yearsextensive and progressive expertise in the duties related to the function ofthe post;
  • Experience Required

    At least 5 years’ experience in various areas of Testing including some of thefollowing :

  • Experience of using ITIL v3;
  • Recent experience in planning and executionof verification and validation activities, or facilities management in a largeenterprise environment;
  • Knowledge of ISTQB foundationprinciples;
  • Experience in the management of ateam of system administrators, testers or development engineers;
  • Working-level knowledge of MS-Office,Project, Visio and SharePoint;
  • Ability to communicate effectively,orally and in writing with good briefing skills.

    The following will be considered as an advantage :

  • Advanced certification in the areaof test, verification and validation or facilities management;
  • Prior experience of working in aninternational environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilitiesand organization, including ACO and ACT.

    Language Proficiency

    A thorough knowledge of one of the two NATO languages, both written and spoken,is essential and some knowledge of the other is desirable.

    NOTE : Most of thework of the NCI Agency is conducted in the English language.

    Travel

    Business travel to NATO and national (NATO and non-NATO) facilities as well asfrequent travel between the NCIA offices; you be required to undertakeduty travel to operational theatres inside and outside NATO boundaries.

    Contract

    NCI Agency normally offers contractsof employment of a definite duration, not exceeding three years. Contracts maybe for less than three years as required to support short-

    term projects, meetuncertainty with respect to the business outlook, staff performance and otherfactors.

    Definite duration contracts may beextended for further periods. When extending contracts, the following is takeninto consideration :

  • Renewal is in the interest of the Agency;
  • Staff member's desire to remain with the Agency;
  • The financial situation provides sufficient funding for the post held;
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and / or availability of funding;
  • Staff member has served the Agency with performance to the required standard as defined by the Agency;
  • Staff member's deployability to operational theatre.
  • Serving civilian members of NATOwill be offered a contract in accordance with the NATO Civilian PersonnelRegulations.

    The first six months of definiteduration contracts are a probationary period. During this period the staffmember's work is assessed to ensure that he / she has the ability to carry outthe duties of the post.

    At or before the end of the probationary period, thestaff member will be notified in writing that the appointment is confirmed orterminated or, in exceptional cases, that the probationary period is extended.
