Consultancy for continuous support of the campaign’s national and global advocacy strategy, with a special emphasis on achieving progress within a global health crisis

Project description : The global campaign Dialogue Works (2020-2024) was initiated by child-rights organizations Kindernothilfe and terre des hommes Germany and is co-funded by the German Ministry for Economic Cooperation and Development.

The campaign aims to open spaces for working children to participate in local to global political debates and events to express their individual experiences, challenges and recommendations to political stakeholders.

On the local level the goal is to enable and empower working children to have their views heard and considered. Working children from 13 countries will be invited to join the project and to organize Children’s Advisory Commitees (CACs).

In Addition to regular meetings within the Committees the working children are encouraged to implement an annual advocacy action, the topic and the audience of these actions will be independently determined by the CACs (local to national).

On the global level the primary objective is to establish and institutionalize working children’s participation in debates and high-level political forums, to ensure decisions taken and measures implemented are informed by the views and opinions of those affected by them.

One, yet by far not the only aim is the realization of working children’s participation at the V. Global Conference on the sustained eradication of child labour, scheduled for 2022.

The project is based on the enormously positive outcomes of the previous campaign called It s Time to Talk! (2016-2020) on working children themselves as well as on a all organizations that contributed. More information :

Key Accountabilities :

The consultant / team will have the following responsibilities :

  • To support the development of an advocacy strategy according to the long- and short-term objectives of the campaign (2-day-workshop)
  • To develop a stakeholder mapping including relevant actors in global debates on child labour and child participation
  • To support the development of alternative advocacy instruments taking into account the impact of COVID-19 on meetings, conferences and workshops
  • To monitor the development of global debates and to identify suitable points of entry as well as gate keepers
  • Requirements :
  • We expect the following qualification and experiences of the consultant / team :

  • In-depth knowledge of the global debate around child labour and the different positions expressed within. The consultant / team is expected to be as objectives as possible with regard to the continuum of positions on child labour.
  • There can therefore be no close links to parties representing either one of the positions.

  • Knowledge of global governing bodies such as the UN and the ILO
  • Experience with different instruments of advocacy Intercultural sensitivity and background
  • Fluent verbal and written skills in English (additional skills in German and / or Spanish would be welcomed as well)
  • Roles and Responsibilities : The consultant / team will collaborate with the campaign’s steering committee (representatives of Kindernothilfe and terre des hommes Germany).

    After an initial phase in which the advocacy strategy is to be developed and the stakeholder mapping should be completed, the consultancy will rely on periodic calls on occasion of events, windows of opportunity or novel developments in the concerned policy field.
